The rack is the flat toothed gear that runs left to right.
The pinion is the small gear that is attached to the end of the streering rod.
When the teeth of the pinion gear meshes into the teeth on the rack as it moves it makes the streering rack move left or right which then moves the wheels of the vehicle.
